NRC I&E BULLETIN NO. 80-15 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS) WITH LOSS OF 0FFSITE POWER

Dear Mr. Grier:

The FitzPatrick Plant Staff has completed the actions required by the subject Bulletin. As part of those actions, we have determined the following:

1)

The Emergency Notification System (ENS) installed at the FitzPatrick Plant is powered by the local telephone company.

Tripping of the branch circuits within the plant which service the PBX telephone room, confirms that in the event of a loss of offsite power, the ENS would be unaffected.

2)

The local telephone company conducted a test in which the normal power to that portion of their system which supplies power to the ENS was interrupted and representatives of the telephone company and plant staff verified the operability of each of the ENS extensions installed at the FitzPatrick Plant.

During the time period in which normal power is interrupted, power for the ENS is provided by a battery and inverter system which is owned and operated by the telephone company.

The FitzPatrick Plant has revised administrative controls which require notification of the NRC Operations Center by commercial telephone within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> whenever 1 or more ESN extensions are not operating properly.

In the event that such notification can not be completed by comercial telephone, notification will be attempted by relaying the message via the ENS which is installed at the Nine Mile Point Unit 1 Nuclear Station located nearby.
