Dear Mr. Helfrich:

Enclosed please find three applications from Transnuclear, Inc. for licenses to export LEU and HEU to Austria, via NUKEM and CERCA, for use as fuel for the ASTRA research reactor. The material is to be used in the manufacture of test elements for the reduced enrichment program. As you are aware, NUKEM officials have requested expeditious processing of the license requests.

Before taking action on these license applications, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonpro-liferation Act of 1978.
