Gentlemen:

Enclosed for the information of the Appeal Board and the parties in a copy of a letter from D. J.

Broehl to the NRC with an evaluation of NCR 8022.

The work referred to in the enclosure is not part of the modification program authorized by the Atomic Safety and Licensing Board's Initial Decision of July 11, 1980, in this proceeding, and for the reasons set forth below, Licensee does not believe that the matters discussed in the enclosure have any material impact on the Initial Decision.

Nevertheles,s, the letter is being provided to the Appeal Board and the parties since, as we briefly explain below, the Licensing Board had requested information concerning similar matters during the course of the proceeding.

In May o.f 1980, while the Atomic Safety and Licensing Board was considering its decision with respect to the proposed modifica-tions to the Trojan Control Building required by the Director of Nuclear Reactor Regulations' order dated May 26, 1978, Licensee discovered that a masonry wall in the plant's Auxiliary Building was not connected to the interfacing structures at its top.

September 26, 1980 Page Two This event was described in a letter to the NRC, Region V, Office of Inspection and Enforcement, dated May 19, 1980, and in Licensee Event Report 80-07, dated May 30, 1980.

Although this occurrence was not related to the design deficiencies that were the subject of the Trojan Control Building proceeding, Licensee served copies of both of these reports on the Licensing Board and the parties in this proceeding.

On June 2, 1980, the Licensing Board issued an order requesting Licensee to supply information by affidavit describing the circumstances surrounding this occurrence.1 On June 16, 1980, Licensee responded to the Licensing Board's request by filing the affidavits of Mr. Donald J. Broehl and Dr. William H. White.

Mr. Broehl's affidavit described the cause of the occurrence and Licensee's examination of other walls to determine the extent of similar deficiencies.

As stated in paragraph 4 on page 3 of Mr. Broehl's affidavit, Licensee did not physically examine the exterior face of the north wall of the Auxiliary Building because the close proximity of the building siding limited access, and because examination of construction photographs indicated that appropriate connections existed.

To pe r f o rm this work, it was necessary to erect scaffolding and to penetrate the metal siding panels.

With such access provided, Licensee was able to physically examine the top-of-wall interface conditions.

Such examinations revealed that, for some of the wall panels on column line 46, nonconformances exist similar to those previously reported in LER 80-07 and Supplement No. I thereto, and in Mr. Broehl's affidavit; i.e.,

for some of the wall panels, defi-ciencies identified were incomplete grouting at the top of the wall and/or the absence of reinforcing dowels between the slab and top of wall.

Further examination indicated that similar conditions 6xisted at some other locations along the length of the wall.

September 26, 1980 Page Three concluded that the wall in the as-found condition has the cap-ability to withstand in-plane and out-of-plane SSE loading conditions.

Nevertheless, corrective action to repair all wall panels of this wall, in order to provide the desired connections and to provide compliance with 0-159 OBE criteria, is being performed.

Such corrective action is scheduled to be completed by early November.
