PROPRIETARY GENERAL ELECTRIC TOPICAL REPORTS FOR THE MARK I CONTAlfiMENT LONG-TERM PROGRAM By your applications and affidavits, you submitted the topical reports listed in the attached table and requested that these reports be withheld from public disclosure pursuant to 10 CFR 2.790.

Your reasons for requesting our withholding this material were that the information contained in these reports has been classified proprietary by the General Electric Company because it contains details concerning prototypical test data, the development of analytical models frcm that data or the analysis of that data for the Mark I Containment Long-Term Program, which was obtained at considerable expense to General Electric and the utility's Owners Group. This infomation is not available in open.

literature and has been consistently held in confidence by General Electric and no public disclosure of it has been made. All disclosures to third parties have been made pursuant to regulatory provisions or proprietary agreements which pr. ovide for maintenance of the information in conficence. Public disclosure of the information contained in these reports is likely to cause substantial harm to the competitive position of General Electric and deprive or reduce the availability of profit making opportunities since the information is a portion of that developed with the expenditure of substantial resources. The release of this information to the public would jeopardize General Electric's competitive status by enabling competitors and non-participating consulting fims to evaluate existing pressure suppression containment systems or develop new pressure suppression containment systems without incurring similar expenditures.

The non-proprietary versions of this material, as listed in the attached table, have been placed in the Public Document Room.

Sherwood September 15, 1980 of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position. Accordingly, we have determined that the information should be withheld from public disclosure. However, in a number of your submittals you also requested that the affidavits also be withheld from public disclosure. We have reviewed the affidavits and have determined that the material contained therein does not satisfy the requirements of 10 CFR 2.790. Consequently, with the verbal agreement of your staff, we are placing copies of the affidavits in the Public Document Room.

We, therefore, approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the listed reports from public inspection as proprietary.

Withholding from public inspection shall not affect the right, if any, of percons properly and directly concerned to inspect the documents.

If the need arises, we will send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.

If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available for public inspection, you should promptly notify the NRC.
