REVIEW 0F ADDITIONAL IllFORMATION PROVIDED BY NECO RE: LICENSE RENEHAL AT BEATTY LOW-LEVEL WASTE BURIAL SITE We have reviewed the material you forwarded concerning the Beatty site via your July 22, 1980 memorandum, and conclude that the material does not present any significant new information that addresses the major concerns expressed in my memorandum to you dated July 3, 1980.

Our cursory review of the material indicates that the only new information is the documentation of a few work procedures regarding waste handling.

Otherwise, no licensing conditions have been added or significantly modified thte would address the issues mentioned in the July 3,1980 memorandum. One of our major concerns, for instance, is that NECO has made no real attempt to address their comitment to proper site stabilization and closure, either in the licensing conditions or the appended materials.

I have attached a table outlining our major concerns and a brief indication of how NECO's latest submittal does or does not address those concerns.

This review was perfonned by Jim Shaffner of my staff.
