Amendment No. 28 to Facility License No. DPR-68 for the Browns Ferry Nuclear Plant unit 3, issued November 30, 1979, revised the technical specifications to permit operation of unit 3 in tne third cycle. Paragraph 3 1.2.2.2 of the safety evaluation supporting the above referenced license amendment discussed the General Electric Company GEXL critical power correlation and the conservatism in predictions for 8x8R (Retrofit) fuel. It was stated that as 8x8R equilibrium conditions are approached the conservatism will diminish and that in order that this conservatism not be substantially eroded this issue should be addressed in the Browns Ferry unit 3 reload 3 license amendment request.

We ha.ve had recent discussions with General Electric (GE) regarding the NRC Staff's concern of GEXL predictions for 8x8R fuel.

In response, GE has informed us that NRC's concerns regarding GEXL were addressed in a meeting between NRC and GE on August 19, 1980, and documented in GE's letter from R. E. Engel to L. S. Rubinstein (NRC) dated August 26, 1980.

We trust that the concerns will be resolved on a time frame which will not impact timely approval of the Browns Ferry unit 3 reload 3 license amendment request submitted by my letter to H. R. Denton dated August 27, 1980 (TVA BFNP TS 148). If this concern remains as an open item for Browns Ferry unit 3 cycle 4 operation, please notify us at your earliest convenience.
