Dear Mr. O'Reilly:

OFFICE OF INSPECTION AN ENFORCEMENT BULLETIN 80 RII:J 2

SEQUOYAH NUCLEAR PLANT UNIT i In response to your letter dated March 13, 1980, which transmitted IE Bulletin 80-06 on Engineered Safety Features (ESP) Reset Controls, we submitted preliminary results of our investigation for Sequoyah unit 1 on June 12, 1980, and our first progress report on July 14, 1980. On August 18, 1980, we submitted the final results of our review.

We have completed testing of the ESF Actuation System reset controls.

We have identified one additional item which returns to normal status, the pressurizer backup heater bank 1c.

All four heater banks trip on a Safety Injection Signal when in the normal mode. After safety injection reset and level recovery in the pressurizer, one backup heater bank (1c) will operate automatically on demand. The Sequoyah Emergency Operating Instructions provide adequate guidance for the operators in this mode of operation. Tn addition, this mode of operation has been covered in operator training. TVA is pursuing this issue with Westinghouse to determine if design changes would be desirable.

Very truly yours, TENNESSEE VALLEY AUTHORITY L. M. Mills, Manager Nuclear Regulation and Safety Swo'rn to dsubscfibedbeforeme 1980 day of.A t
