PRELIMINARY NOTIFICATION September 15, 1980 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-80-03 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

REPORT OF ABANDONED TRUCK CARRYING NUCLEAR MATERIAL This PN is being issued to clarify reports in the media on September 13 and September 14, 1980, regarding an abandoned vehicle carrying nuclear material.
I A shipment of Low Enriched Uranium (3.5%) licensed by the NRC for export to Sweden was picked up at the DOE facility in Piketon, Ohio, on September 9, 1980.
On September 10, 1980, near Roanoke, Virginia, the truck had two flat tires.
The driver left the vehicle unattended alongside the road and called the home office asking for money to buy the needed tires.
The home office would not send him the money, and the driver has not been heard from since.
A trucker from the same carrier saw the vehicle with the two flat tires and reported it to the home office.
Another* driver and a mechanic were dispatched to the disabled vehicle with replacement tires.
Because of the deley, the shipment could not meet the ship in Portsmouth.
The second driver attempted to meet the ship at Baltimore, the next port of call, but because of mecha,nical difficulties was unable to arrive in time.
The material was then taken to port Elizabeth, N.J., the next port of call, and was loaded on the ship on September 10, 1980.
