Dear Mr. Helfrich:
Enclosed please find a letter dated September 8, 1900 from Monsanto Research Corporation requesting an amendment to add New Zealand as an additional consignee to license XB000989 which involves the export of Californium-252 and Curium-242 and 244 sources to various free-world countries.
Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export amendment meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
A copy of the original license is also attached for your information as Executive Branch review was not required before the license was issued.
