Dear Mr. Smith and Members of the Board:

In preparation for the tour of TMI scheduled for October 14, 1980, enclosed is a Met Ed memorandum describing Licensee's plans which we are providing as well as to all parties and other participants in the proceeding.

i The memorandum may be helpful in terms of identifying time to be allotted, suggested dress, information which Licensee will require of those who participate, and the TMI facilities to be seen.

The Board has advised Licensee that it will have six participants in the tour.

We anticipate that all six Board representatives would tour in one group, that one Licensee representative and one NRC staff representative would tour with each group, and that the two representatives of each intervening party or state participant would be divided as equally as possible between the three groups.

The tcur focuses on Unit 1 but includes as well th'e Unit 2 control r.om.

Entering Unit l's containment was considered but re3ected.

A containment entry would involve a complete change into and out of special clothing and require pre-and post-whole body counts which for each individual takes 10-15 minutes and for a group.-of this size would involve hours cf waiting time.

Individuals will proceed through the electronic '

detection equipment and will also be subject to a hands-on pat-down search by a security guard of the same sex.

3:30 P.M.

Proceed to the identified locations on the tour route. Groups A - B - C will be rotated to each location at specified intervals.

The identified locations and time allotment for discussion are as follows:

A.

Turbine Building - interface of water systems 10 minutes B.

Intermediate Building - auxiliary feedwater and hydrogen recombiner 20 minutes C.

Operations Center - HP Lab - 10 minutes D.

Technical Support Center - 10 minutes E.

Containment Building Model - 15 minutes F.

Unit I Control Room Mock-Up - 20 minutes G.

Unit I Control Room - 20 minutes H.

Unit 2 Control Room - 10 minutes Each group will be escorted by staff members from the Observation Center. The groups will be met at each location by a technical person who will provide an explanation and discussion to the group.

5:30 P.M.

Exit Process Center and return to Observation Center A.

Individuals will sign-out with security guard B.

Escort badges will be returned to security at the North Gate upon exiting TMI.
