of the_ Michigan-Attorney General's September 8 submission to the Commission,' copies of'which are indicated on the covering letter-to have been furnished to the Members of the Hearing' Board, counsel and parties-(including even Mr. Roisman, Mr. Comey and Mr. Ward), except Mr. O'Connor '

and me.

e Even'though: repetitious of the earlier record and arguments,'it does seem necessary to add the following to our.' letter yesterday in response to the Saginaw submission on:this matter.

This is clearly a litigation in which emotions run very'high,~ esp _ecially'in the Tri-city area.. From-the in-ception Dov's' concern.with the effluent list was only.the anticipated misuse-of such informat,1on. It has_ referred,

-for_ example, to.theipossibility-of someone creating terror

-in-'aflay community by referring to a. dangerous-sounding.

gaseous discharge,1 even though the' amounts involved are so

low as to be almost undetectable and, in many cases, well

-below' background levels or' levels at different' altitudes and^in-different. communities.
