NRC CONSIDERS OPERATING LICENSES FOR MIDLAND, MICHIGAN PLANT:

PROVIDES OPPORTUNITY FOR HEARING l

The Nuclear Regulatory Commission staff is giving notice that it is considering the application of Consumers Power Com-pany for licenses to operate Units 1 and 2 of the Midland Plant being constructed in Midland Township, Michigan.

The notice being published in the Federal Register on May 4, 1978 provides that any person whose interest may be affected may file a petition to intervene in the proceeding with respect to issuance of the operating licenses.

Each petition, accompanied by a supporting affidavit, must set forth in detail the facts pertaining to the peti-tioner's interest, the specific aspects of the case on which he wishes to intervene, and the bases for his contentions.

If timely petitions are received, a notice of hearing or other appropriate order will be issued.

In the event a hearing.is held and a person is permitted to intervene, he becomes a' full party to the proceeding and has a right to-participate fully in the' conduct of the hearing.

Whether or not there is a hearing, the operating licenses I

would not be issued until after completion of safety and environmental reviews by the NRC staff and findings that the company's application complies with the requirements of both the Atomic Energy Act and the Commission's regulations.

-found that it had been satisfactorily constructed and is ready for-fuel loading.

The NRC has arranged for documents and correspondence relating.to the licensing of the Midland Plant to be kept on file for public inspection at the Grace Dow Memorial Library,
