-porting conditions to-which the outstanding construction permits for:the Midland facility are to be deemed subject. The first of

.these requires the Applicantzto submit a report on quality assurance action respecting -cons.truction- work already: performed and materials now onsthe Midlandisite, by " April-9, 1973, or the date of resump-

tion of- construction activities (whichever is later) ."
