Dear Mr. Deale:

Pursuant to the order of the~Special Board dated May 23, 19'8, and your letters to me of June 21 and June 23, 1978, I am enclosing' letters authorizing Arnold & Porter'to' represent the .

interests of the Saginaw Valley Nuclear Study Group and the West M Michigan Environmental Action Council in.the above-styled pro-ceedings. The Sierra Club has cdvised us that it will be furnish-ing a letter, containing a more limited authorization, within the next several days and we will forward this communication to you as promptly as possible.

With the possible exception _of the University of Michigan Environmental Law Society, which we still have been unable to contact, we do not anticipate that we will;obtain similar letters l from ot.Mr organizations which comprised the "Saginaw Intervenors" .
