Dear Mr. Tipton:
Recently, the NRC Office of Nuclear Reactor Regulation (NRR) has been reviewing several ongoing activities related to the processing of license amendments. These activities include generation of line item improvements, tracking of incoming license amendments, including cost beneficial licensing actions (CBLAs), and revision ana implementation of the improved standard technical specifications (STS). We have noted the need for an ongoing forum of NRR staff and industry representatives tu discuss regulatory initiatives and improvements.
Over the past several years, the Technical Specificuions Improvement Program (TSIP) has provided such a forum to resolve commente on the STS. However, the Owners Groups tell us that they will not be able to continue '.o support the TSIP because they lack funding. We have found it extremely effective to use the Owners Groups to help reach an industry consensus on improvements to the STS, both those generated by industry and those generated by the NRC -taff.
In addition, the establishment of an explicit appeals process for proposed changes to the STS proved extremely useful in bringing about the timely resolution of issues.
The continuation of an ongoing industry and NR: forum would, among other things, continue to allo ~ industry input on STS changes the staff proposes.
Also, such a forum would alis, in a public way, industry input at an early stage in the implementation of generic issues that result in additions or changes to the improved STS.
In addition to continuing efforts to improve the STS and maintain them t.s living documents, the scope of an ongoing forum of industry and NRR staif representatives should be expanded to address other issues that have g -eric implications for all plants or for a class of plants.
Such issues woulo include line item improvernents and CBLAs with generic implications.
NRR has established a process to identify and prioritize generic licensing activities, as outlined in the enclosed flow chart. This chart was included in a May 6, 1994, memorandum from the Director of NRR to all NRR Division Directors, explaining a new program intended to improve the line item improvement process.
This program establishes a line item improvement management panel.
The management panel will decide which potential line item improvements should be pursued based on input from a technical specifications screening panel.
In conjunction with the CBLA process, we will be seeking industry priority for line item improvements.
In summary, we believe the establishment of a joint forum of NRR staff and industry representatives would be mutually beneficial to the industry and the NRC. We believe that this forum would be best implemented by using two levels Q,,
