Dear Sirs:

I as writing in regard to Three Mile Island. I understan:1 that the Metropolitan Edison company wishes to restart T.M.I. Unit #1, the reactor that was not damaged in last year's accident. I urge you not to permit this reactor to be natarted.

Last year's accident and events since then have pointed out how unsatisfactory the design of the Three Mile Island plant is, and how many shortcuts were taken during its construction. The plant is obviously unsafe, and my family lives close enough to it to be affected by a meltdown should one occur.

Further, I think that licensing for new nuclear plants should be much more strict than it has been-the designs must undergo the most careful scrutiny, and your agency should be making sure those design guidelines l

are adhered to during each plant's construction and operation. Any utility company that jeopardizes people's lives through shoddy work:nanship and lack of adequate quality control, as did Metropolitan Edison, should in no way be per=itted to pass on the costs of an accident to their customers. If j

such companies go bankrupt, so be it--this country cannot afford nuclear power under such unsafo conditions!
