I have recently been advised of a number o very disturbing allegations concerning operations at the construction site of the ::immer Nuclear Power Facility in Moscow,. ohio, These include allegations of theft and blackmarket smuggling operations at the l

plant; auctions of illegally obtained weapons; illegal businesses conducted on the site regarding the manufacture of belt buckles with nuclear-grade steel; and a variety of important safety i

' defects.

I understand. the'.NRC.has. already conducted one investigation of this matter and now is in the midst of a second investigation resulting from a request of the Special Counsel of the Merit System's-Protection-Board. - Because of the seriousness of these allegations I would like to be kept closely informed of the progress of your investigation and of such findings as may be made.

I also understand that proceedings are underway before an Atomic Safety Licensing Board concerning the Zimmer Facility.

Since some of the allegations being made have obvious safety implica-tions with respect to this facility, I would like to be advised as to the procedures which the Commission normally follows in ensuring that results of Co:mtission investigations are brought befcre such Boards in a timely fashion te assure that such matters can be taken into consideration when decisions on license issuance are being made.
