Emergency Response Facilities

Dear Mr. Eisenhut:

Public Service Company of Colorado (PSC) is presently reviewing the requirements for the Emergency Response Facil-ities (ERF) contained in NUREG-0696, various Regulatory Guides and other applicable documents based upon the in-fonnation obtained during the NRC Meeting held in Atlanta May 8,1981, as they may apply to the Fort St. Vrain Nuclear Generating Station.

l Because Fort St. Vrain utilizes a High Temperture Gas Reac-tor (HTGR) and not a Light Water Reactor (LWR), it is neces-sary to evaluate each requirement contained in the subject documents to detennine their applicability to an HTGR.

These evaluations will be based upon the inherent diff-l erences between the LWR and HTGR and the potential impact of i

postulated accidents on the safety of the public as they specifically relate to the Fort St. Vrain facility.

Because of the late date on which the Atlanta meeting was held with respect to the June 1,1981 submittal date and because an evaluation must be made of each requirements ap-plicability to an HTGR, PSC will not be able to submit the l

description of the ERF on June 1,1981, as scheduled by the A
