Dear Sir:

My letter to Mr. A. Schwencer dated October 28, 1980 stated that Alabama Power Company would make every reasonable effort to implement a useful prompt notification system within the Joseph M. Farley Nuclear Plant EPZ by July 1, 1981. This comitment is reflected in Secticn E of Supplement 5 of the Farley SER which is referenced in paragraph C(7) of license NPF-8. Both references above, i.e. my October 28 letter and the SER, recognized the uncertainties associated with this proposed schedule and were clearly worded to indicate that the schedule was " tentative" or " estimated".

Alabama Power Company is fortunate in that the state and local agencies have actively participated in the overall emergency preparedness program.

However, the time required for coordinaticn with the National Weather Service and the four (4) state and local agencies involved with the prompt notifica-tion system in conjunction with the manufacturers' lead times have precluded the possibility of meeting the July 1, 1981 date.

Although purchase requisitions for long lead time items were promptly initiated (April 3,1981) fnllowing concurrence of the state and local agen-cies, the best firm couenstment for delivery of essential equipment is August, 1981. Therefore, it has become necessary for us to revise the schedule for implementation of the oporational prompt notification system within the Joseph M. Farley EPZ to October 1,1981.
