PERSONNEL RECORDS In your letter dated April 30, 1981, you provide your interpretation that docu-ments confirming employee's previous technical and educational qualifications are not considered ' Quality Assurance Records," and therefore are not subject to the requirements of 10 CFR 50 Appendix B, Criterion 17. You then ask for our concurrence witt, this interpretation.

Ycdr statement that 'Any documentation generated as the result of cafiming employees previous technical and educational qualifications is maintained by the Employee Relatfor.s Department as part of the personnel files" is acceptable to us. We would expe::t such records to be maintained in accordance with the requirements of Crite.-ion 17 of Appendix B to 10 CFR 50. Therefore, we believe the question of whether or not such records are " Quality Assurance Records" is moot.
