Dear Mr. Schwencer:
The purpose of this submittal is to clarify the Commonwealth Eaison position relative to item II.E.4.2(6) of NUREG-0737 (Containment Isolation Dependability) as applied to LaSalle County Station Units 1 and 2.
Specifically, at fuel loading LaSalle County shall satisfy the " Interim Position" in Section II.E.4.2 of NUREG-0737, i.e. the DOE Interim Position dated October 23, 1979.
I 1.
Whenever the containment integrity is required, emphasis will be placed on operating the containment in a passive mode as much as possible ana on limiting all purging and venting times to as low as achievable.
To justify venting or purging, there shall be an established need to improve working conaitions to perform a safety-relatea surveillance or safety-related maintenance proceaure; inter alia, deinerting.

All containment purge and vent isolation valves greater than 3 inches in diameter shall be closed whenever the reactor is not in cold shutdown or refueling mode until such time as it is shown that these valves conform to the " Guidelines for Demonstration of Operability of Purge and Vent Valves" contained in Table II.E.4.2-2 of Sectin 22.2 of NUREG-0519.
k On an interim basis, the operability of the LaSalle County vavles is assured by limiting the valve to be no more than 500 open, see Reference 1, Enclosure 5,

-2 In addition an evaluation has been made and modifications completed to assure that containment isolation capability is not lost, see Reference 1, Enclosure 5, Position 4.
It is judged that the interim position established for LaSalle County Station, and the commitment to demonstrate operability as described in the NRC Staff Guidelines provides a technically defensible basis for resolving outstanaing Issue ll.c.
