50-260 50-296 This letter serves to formalize TVA's interpretation of secondary containment integrity requirements as specified in the current Browns Ferry Nuclear Plant Technical Specifications. This matter was discussed with T. A. Ippolito of your staff on April 27, 1981, to resolve differences in interpretation of the subject specifications between TVA and OIE-Region II.

Secondary containment at Browns Ferry is considered to be the entire reactor building as described in section 5 3 of the Final Safety Analysis Report. The secondary containment is further subdivided into the three reactor zones and the common refueling zone. In the event that an individual zone must be breached to the environs for maintenance, it is possible to isolate a particular zone without affecting the integrity of the remaining zones. This arrangement is, of course, operationally i

necessary in a multiunit-shared system facility. During normal operation when the integral reactor building is intact, integrity of the individual zones is considered necessary only in relation to pathways to the environment. Thus, the status of the internal doors and equipment l

transfer hatches between the individual zones is of no consequence regarding overall secondary containment integrity.

Although we believe the existing technical specifications adequately reflect the design basis requirements for secondary containment integrity, TVA will submit definitive clarifications to remove any possible ambiguities in the near future.
