LICENSEE'S AMENDED ANSWER TO THE UNION OF APR 211981

  • CONCERNED SCIENTISTS' MOTION FOR BOARD u.a. eemde umma ORDER ON PORV BLOCK VALVE TEST RESULTS sh/

On March 3, 1981, intervenor UCS filed " Union o cerned Scientists Motion for Board Order on PORV Block Valve Test Results."

Licensee filed its answer in opposition to the 1

motion on March 13, 1981, supported by the affidavits of James H. Correa and Gary T.

Urquhart.

The NRC Staff filed its answer in opposition to the motion on March 23, 1981, supported by the affidavit of Edgar G. Hamminger.

At the hearing session of March 24, 1981, Licensee advised the Atomic Safety and Licensing Board and the parties present that subsequent to the execution of Mr. Correa's affidavit of March 12, 1981, new information became available i

1 to Mr. Correa which would warrant the submission of a sup-l plemental affidavit.

Tr. 16,048-9.

In particular, Mr. Correa stated in the March 12 affidavit that one of the Velan block valves already tested D503 by EPRI is similar in design and has the same size motor S

2-operator as the valve at TMI-1.

He has since learned that while the operators for the TMI and EPRI tested valves are the same size, the motor sizes a.re different.

Affidavit of James H.

I Correa, April 8, 1981 (attached).

This has not altered Mr. Correa's conclusion that the EPRI tests to date are valid confirmations of the TMI-1 block valve's capability.

See M.

In any event, Licensee's opposition to the UCS motion does not rely exclusively upon the results of EPRI tests of Velan block. valves.

As we argued in Licensee's answer of March 13, the UCS motion is supported by information on Westinghouse-manufactured valves, which is irrelevant to 1

this proceeding.

Respectfully submitted, SHAW, PITTMAN, POTTS & TROWBRIDGE l
