THIS SUPP'.E;'EtiTAL AGREEPEtiT, effective the 1st day of February,1981, by and between the UtilTED STATES OF A'4 ERICA (hereinafter referred to as the
" Government"), as represented by the UtilTED STATES ilVCLEAR REGULATORY C0:NIS-SI0ff (hereinafter referred to as the " Commission"), and The University of Oklahoma (hereinafter referred to as the " Contractor"),
