Dear Mr. Ippolito:
References (a), (b), and-(c) transmitted proposed Technical Specifications and the-associatea. Inservice Pump and Valve Testing (IST) program for' Quad Cities Units 1 and 2.
Following these submittals, numerous discussions with the NRC Staff were hela to finalize the content.of the IST program and the fechnical

' Specifications.
During these discussions, we were informed that the proposed program was not to be' implemented and that adherence to the testing requirements of-the existing Technical Specifications was to JDe continued. LAdditionally, interim-approval as provided for Dresden Station by Reference (d' has not been transmitteu for Quad Cities' Station..
-During recent inspections at Quaa-Citles Station by NRC Office-of~ Inspection-and Enforcement personnel, it was' brought to
_our attention _that the aforementioned. understanding and_ agreements may not fully meet the intent of.10 CFR 50.55(~a).
In order to satisfy the NRC I&E concerns, implementation of an-interim IST 7
program was? agreed to.

The interim Inservice Pump and Valve testing program to be implemented will be similar to that specified for Dresden in Reference (d).
The requirements of the existing Technical Specifications or the revised proposed program submitted in Reference (c) will be followed, which ever.is more restrictive.
All relief requests included in Reference (c) will be allowed as if approved...Since this interim program requires the preparation of new procedures, implementation will not be immediate.
We expect to be able to implement the pump testing protion during April, 1981 and i
the remainder of the pump and valve testing program during June, i
1981.
This time frame will ensure adequate procedure review to prev n4 testing which could compromise safe operating conditions.
If the proposed program and Technical Specifications submitted in References (a), (b), and (c) are sooner approved, we will, of course, follow the most recent approved program.
