Dear Mr. O'Reilly:

This letter constitutes a supplement to our letter of March 17, 1981 on the subject reportable item as requested by Mr. Ed Girard in his recent inspection. The letter of March 17, 1981 discussed the cause and corrective action taken with regard to the item of full penetration attachments to pipe in Class 1, 2, and 3 piping systems.

This letter is to advise that in addition to the action noted above, we have reviewed our program for full penetration welds on ASME Code pipe supports and on electrical cable tray supports. Our Quality Control procedure FQCP 6.3.1 " Inspection of Fabrication and Installation of Pipe Hangers and Supports" was developed on March 14, 1980 prior to SCE&G's pipe support inspec-tion /re-inspection program to include and to document and inspection point of backgouged side of double beveled full penetration welds. Therefore, inspections were performed and documentation exists on site for full penetrations welds in-spected under this procedure. In the area of electrical supports, SCE&G Mechanical'0,C Instruction MF-6 was developed and implemented to assure the

. acceptability of full penetration butt weld connections. In addition, double beveled full penetration welds were re-examined and documented in accordance with the provisions contained in Instruction MF-6.

In the area of HVAC supports, an examination of the designs confirms that no full penetration welds were specified. Other type welds on HVAC support have been made and inspected to approved procedures.

O'Reilly April 3, 1961 Page Two In summary, SCE&G believes that full programmatic coverage exists for full penetration welds in the areas of pipe attachments, pipe supports and electrical supports, and that the information contained herein supports previous items reported to the NRC dealing with welding in these areas.

Documentation is available on site for your review as desired. This is considered a final report on this subject and should provide you with sufficient information to resolve this matter.
