SUBJECT:
SUMMARY
OF MEETING ON ANO-2 CYCLE 2 RELOAD REPORT On March 26', 1981 members of the staff met with the licensee and representatives of Combustion Engineering, Inc., in Bethesda, Maryland to discuss technical issues requiring resolution to support the operation of ANO-2 during Cycle 2.
The attendees are listed on the enclosure.
The licensee has made the following submittah related to the reload review (1) The Cycle 2 Reload Report submitted in two parts dated February 20, 1981 and March 5,1981 (2) CEN-143 "CPC/CEAC Software Modifications for ANO-2" submitted January 9,1981 and (3) CEN-139
" Statistical Combination of Uncertainties" submitted December 1,1980.
The principal purpose of this meeting was to address those areas of the submittals listed above related to the new methodolo lating the departure from nucleate boiling ratio (DNBR) gy for calcu-in the plant protection system's Core Protection Calculator System '(CPCS)', ANO-2.
Cycle 1 operation, scheduled to end about March 28, 1981, utilized COSM0/W-3 based DNBR correlation whereas Cycle 2 operation proposes to rely on the TORC /CE-1 correlation. The Reload Report for proposed Cycle 2 operation also includes the effects of statistically combining the uncertainties (SCU) on system parameters and the effects of a less l
conservative rod bow DNBR penalty.
The staff discussed various concerns regarding the implementation of the TORC /CE-1 correlation in the Cycle 2 transient analyses and CPCS software with AP& L Co., and CE. Agreement was achieved that AP&L Co.,
and CE understood the staff's concerns and would promptly begin preparing responses to them.
The staff state that the soncerns would be sent to AP&L Co., by letter and AP&L Co./CE indicated they would respond to the concerns by April 10, 1981.

-eload analyses and CPCS software. The staff's position was that SCU effects sh:uld be nulled out of the CPCS since it is an unapproved methodology and is
- nlikely to receive approval prior to Cycle 2 restart. The licensee could c; agree to the staff's position due in part to difficulties in implementing
-he deletion of SCU effects within the time available before restart.

- ycle 2 operation, arrangements for the staffs software consultant to audit the ANO-2 CPCS files in Windsor, Connecticut and discussions of information needed to evaluate the non-CPCS issues in the proposed
- ycle 2 Technical Specifications and Safety Analyses.
The staff indicated that the discussions held in this meeting of March 26, 1981 did not reflect a complete review of the Cycle 2 reload inform-ition package and that further efforts would be necessary by the staff ind the licensee to support restart of the plant by early June.
