They reported that all special noe. lear material had been transferred to the Lawrence Livermore Natim al Laboratory and that all radiation neasurements taken at Camp Parks were at background levels.
It should be noted that materials under NRC License 04-00650-07 had also been used at Camp Parks. The Department of the Army requested the NRC to verify that Camp Parks is clear of all radiological contaminants (letter dated August 15,1980).
Two NRC inspectors were at Camp Parks on November 13, 1980 to conduct a radiological confirmatory survey.
The survey criteria were based on the NRC requirements established by the " Guideline for. Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Speciai Nuclear Material, November 1976."
Field Radiation Detection Instrunents The field radiation cetection instruments selected to perform this survey were:

Technical Associates scintillation probe, NRC #004280 due for recalibration on 12/10/80.
2.
Eberline E-520, NRC #008253, serial #1943 due for recalibration on 1/3/81.
3.
Eberline E-520, NRC 3008252, due for recalibration on 12/5/80.
4.
Ludlum Model 12 Count Rate Meter, NRC #003564 due for recalibration on 1/3/81.
5.
Alpha air proportional count rate meter NRC #000375 due for recalibration on 11/20/80.
-Survey Instrument Readings The acceptable contamination levels established by the guideline for strontium-90 in the absence of more hazardous ' radionuclides are summarized in Table I.

(?!RC4008253) with an HP-260 pancake probe.
Theareaoftgemica window of the probe as stated by the manufacturer is 15 cm.2 Since the contamination was present over areas greater than 100 cm, uniformity was assumed and the direct rgadings were multiplied by 6.67 to determirs counts per minute per 100 cm.
Then, the readings were con ected for the efficiency of the probe, which was determined by checking its response with an NRC Region V Strontium-90 source. The source had an activity of 2,520 disintegration; per minute on August 25, 1977 and about 2,300 disintegrations per minute at the time of the inspection.
The meter response was found to be 1,000 counts per minute. The efficiency of the probe was therefore 43%.

Mr. Andris Peterson was so informed in conversations with Region V personnel on November 14, 1980,
