Dear Mr. Grier:

This letter is in response to your letter dated January 27, loEl which forwarded IE Bulletin 81-01.

Uo International ?!uc l e a r Safeguards Corporation (INC) snubbers are used at Peach Pottom, therefore items 1 and 2 of the " Actions to Be Taken Ey Licensee" are not applicable The remainin6 items are restated below with A proximately 60 manhours were expended for our responses.

t visual inspection of mechanical snubbers and for preparation of this respense.

Item 3 Prov id e a schedule for an inspection program coveri'ns mechanical snubbers produced by other manufacturers.

As a minimum, this inspection program shall:

a.

Include all snubbers installed on safety-related systems; b.

Include the visual examination and manual test described in Item la above for all snubbers; c.

Snubbers which have been examined and tested in a manner comparable to Item 3b above within the last twelve months may be exempted; 810407ol%

Require the corrective action and evaltiations described in Items 1d and 2d above; and e.

Be completed prior to the completion of the nex t refueling outage.

Plants which arc aurrently in a refueling outage should perform the visual examination and manual tests of inaccessible aechanical snubbers before resumption of operations unless some other basis for assurance of snubber operability is provided to the NRC.

Response

Upon receipt of this Eulletin a visual inspection program for all accessible mechanical snubbers was undertaken.

These examinations were completed on January

~,1, 1981 with no negative finding.

Unit 3 was removed from service on " arch 7, 1981 for refueling.

A visual inspection of the remaining mechanical snubbers was completed on March 3, 1931 with no neg ative finding.

Prior to the completion of the outage the required manual test will be com ple t ed.

Unit 2 is currently scheduled for a refueling outage beginning January 2, 1992 during which the manual test of all mechanical snubbers will be completed.
