The fluclear Regulatory Comission (the Comission) has found that:
A.
The filings (which are being handled by the Comission as an application) by Iowa Electric Light and Power Company (the licensee) dated April 25, and September 15, 1980, comply with as amended (the Act)quirements of the Atomic Energy Act of 1954, the standards and re
, and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the pro-visions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authori:od by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendnent will not be ininical to the common
-defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.
- 2.. Accordingly, Facility Operating License No. OPR-49 is hereby ' amended by renumbering and reforcating the existing Paragraph 2.C(5) (Security Plan)' and by adding a new Paragraph which are to be numbered and are to read as follows:

(5) Physical Protection The ifcensee shall fully implement and maintain in effect all provisions of the following Commission approved docu-ments, including amendnents and changes made pursuant to the authority of 10 CFR 50.54(p). These approved documents consist of information withheld from public disclosure
. pursuant to 10 CFR 2.790(d):
a.
" Security Plan for the Duane Arnold Energy Center",
dated December 1,1978, January 19, March 9 and 21, 1979.
b.
"Duane Arnold Energy Center Safeguards Contingency Plan", dated April 1980, as revised September 15, 1980, submitted pursuant to 10 CFR 73.40. The Contingency Plan shall be fully implemer.ted, in accordance with 10 CFR 73.40(b), within 30 days of this approval by the Commission.

This license amendment-is effective as of its date of ist nce.
