A Limiting Condition for Operation 2.1.3 of the Trojaa -.. h}menental Technical Specifications (ETS), requires that a special report be provided in the event that the rate of heat added to the Columbia River exceeds 79 million BTU per hour. During normal blowdown to the river of the circulating water system on February 14, 1981, the ETS thermal discharge was approximately 81 million BTU per hour for 68 minutes.

To prevent a recurrence of this incident, operators have been reminded to monitor indications and alarms more closely. In addition, a procedure for circulating water blowdown is being written which includes a reminder to check the blowdown heat rate. Finally, a plaque has been ordered to be mounted on the control board near the blowdown controls, as a further reminder to the operators.
