Pursuant to Section IX.H.2.b(3) of Appendix A to the Humboldt Bay Unit No. 3 Facility Operating License, we are hereby notifying you of a malfunction of a propane engine driven generator during a routine test on July 6, 1973.

At the time of the test, the propane engine driven generator was not required to satisfy the on-site power requirements as given in Section VI.B.7 of the Technical Specifications.

Emergency power was available to the emergency section of Load Center 10 by the normal backup source l

from Load Center 5 on Unit No. 2.

Off-site power sources were normal.

On April 17, 1972, we reported a previous starting mal-function which occurred on April 7, 1972 when a sticky deposit in l

the converter interfered with its operation.

(The converter, wnich l

vaporizes and regulates the supply pressure of the propane gas before it enters the carburetor, consists of a high pressure regulator, vaporizer, and a low pressure regulator.)

At the Company's request, a manufacturer's representative made a complete inspection of the engine generator installation.

On his recomendation, a larger engine water jacket heater, a new carburetor and an improved type l

converter were purchased and installed to modernize the fuel system.

A second converter was purchased as a spare.

No problems have been l

experienced since these changes were made.

Director, Directorate of Licensing Page 2 On July 6,1973, an unsuccessful attempt was made to start the propane engine during a routine trisweekly test.

Maintenance personnel inspected the air filter, inspected and cleaned the fuel filter and checked the gas fuel system.

They analyzed the trouble as being ir _he converter and replaced it with the spare.

The engine was started and ran properly on repeated test starts.

The converter was disassembled at the site for a preliminary inspection but no trouble was detected.

There was no evidence of tars or sticky de-posits in the converter or the fuel system.

The converter has been returned to the manufacturer for inspection, repair and regulator calibration, and the manufacturer has been requested to furnish an inspection report covering its findings.

In addition, the manu-facturer now recommends that a solenoid operated priming feature be installed on the converter to improve engine starting reliability.

It has been ordered and will be installed as soon as it is received.

The engine has continued to perform properly on all tests since the replacement of the converter.
