Dear Sir:

Pursuant to Section IX.H.2.b. (2) of Appendix A to the Humboldt Bay Unit No. 3 Facility Operating License, we are hereby notifying you of an unusual event involving the performance of the emergency propane engine generator, which is a 60 KW, Onan series KB with an International Harvester Company basic Model U 1401 engine.

On June 1, 1975 the emergency engine generator tripped off i

the line after approximately 16 minutes of operation during the per-formance of the full load operational test required during each regu-larly scheduled refueling outage.

The engine tripped automatically due to high cooling water temperature.

The high temperature was caused by recirculation of air within the engine generator enclosure through the engine radiator.

The engine generator enclosure was constructed in January, 1975 to protect the unit from high energy line breaks outside containment.

This problem with the engine generator did not compromise the i

ability to energize the emergency 480 volt loads (emergency section of Load Center No. 10) should the normal power supply be lost (normal sec-tion of Load Center No.10) because the emergency lorJs are automatically transferred to wad Center No. 5 if the engine generator trips while i

carrying the emergency loads.

This transfer to Load Center No. 5, which l

is continuously powered from either Unit 1 or 2, occurred properly when the engine generator tripped during the full load test.

l The routine, tri-weekly, no load test of the engine generator has been conducted throughout the period since the enclosure was in-stalled in January.

These tests did not provide any indication of inadequate engine cooli'ig air.

During these tests the engine is operated until equilibrium engirie temperatures are established - typically 30 minutes.

A satisfactory full load test will be conducted prior to power operation following the current refueling outage.

There was no activity released, no personnel exposure or injuries, no off-site consequences, nor damage to the Facility as a result of this incident.
