NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on November 17-21, 1980, it appears that certain of your activities were not conducted in accordance with NRC requirements.
f Criterion V of Appendix B to 10 CFR 50 states:
" Activities affecting quality shall be prescribed by documented instruc-tions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, i
or drawings.
Instructions, procedures, or drawings snail include appro-priate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
UE&C Power Division Operations Manual, Procedure GAP-0001 titled "Correspon-dence Control," states in part:
"All correspondence originated by UELC and addressed to other organi::ations shall be identified by a serial number issued by DCC...
The originator of each letter shall secure the number from DCC, at which time the following information will be required for legging:
a.
Date of letter b.
Is a response required...."
l Contrary to the above, procurement correspondence with the client, such l
as recommended bidders list, commercial and technical bid evaluations, and final supplier recommendations, were not marked as to whether a response from the client is required.
Examples of correspondence to the client not identifying a need for response were:
suggested supplier bid lists UY06812, UY12613, UY24071, UY34410; UE&C commercial and technical bid tabulations (evaluations) UY13698, UY19798, UY28672, UY34410, UY32801, UY34374, UY13393, UY32801, UY34374; and final supplier recommendations UY12940, UY14091, UY33096, UY13012, UY17045.
