Dresden Station Unit 1 Request for Extension of Completion Schedules of 10 CFR 50.48(d)

Dear Sir:
Commonwealth Edison Co. hereby requests an extension of the completion schedule requirements of 10 CFR 50.48(d) concerning Fire Protection Modifications.
The need for this request relates to the new implementation schedule imposed by 10 CFR 50.48(d).
The fire protecton safety evaluation report (FPSER) for Dresden Unit I was issued on August 9, 1979, and required modifications to be completed prior to startup from the current refueling, modification, and chemical cleaning outage.
The requirements of 10 CFR 50.48(d)(2) would require certain modifications to have been completed by August 9, 1980, six months prior to the effective date of the rule.
Since the projected startup date for Dresden 1 is June, 1986, and since the new 50.48(d) requires a retroactive completion date for Dresden 1, we believe good cause for an extension exists.
We have also determined that an exemption from the dates specified 50.48(c) and (d) will be required, due to the delayed startup of Dresden 1 until 1986.
This request will be submitted prior to the March 19, 1981 deadline.
Based on this determination, we request the completion dates required by 10 CFR 50.48(d) be extended until at least March 19, 1981 to allow time for submittal of our exemption request.
This extension will have no significant impact on the public health and safety for the following reasons:

Dresden 1 will remain shutdown during the entire. period.

All irradiated fuel is stored in the below-grade spent fuel pool and has not Deen irradiated in the reactor for at least twenty-seven (27) months.
