Dear Dr. Kerr:

The Co nission has issued the enclosed Amendment No. 27 to Facility Operating License No. R-29 for the University of "ichigan's Ford Nuclear teactor.

This amendment consists of the use cf Low Enrichnent Uranium fuel, an increase in fuel inventory, and changes to the Technical Specifications in resconse to your requests dated April 2,1980 and June 26, 1980.

This amendment increases the inventory of U-235 from 15.1 kg. to 25 kg. and allows the use of Lew Enrichnent Uraniun fuels of internetallic Uraniu i Aluni-nide (UA1x) and Uranfun, 0xide (U 0 ) Cerset Fuels in addition to the Hich EnricMent Uranium alloy fuels currently being used in the Ford Nuclear Reactor.

In addition, this amendnent includes a change to the Technical Specifications relatino to various fuel assembly conficurations and numbers of fuel assemblies of each type.

We have modified your proposed Technical Specifications to meet our requirements.

l The physical security plan will have to be upgraded to reflect the activities l

associated with the core change, the subseouent storage and/or use of two l

cores of inventory, and the shioping offsite of the spent HEU fuel. Moreover, the consequences of a Design Basis Event consisting of a loss of coolant will have to be submitted by September 30, 1981 and fuel specifications for U0 will have to be developed in cooperation with and approvsd by Brookhaven l

National Laboratories.

The Commission has issued the enclosed Amendment No. 27 to Facility Operating License No. R-28 for the University of Michigan's Ford Nuclear Reactor.

This amendment consists of the use of Low Enrichment Uranium fuel, an increase in fuel inventory, and changes to the Technical Specifications in response to your requests dated April 2,1980 and June 26, 1980.

This amendment increases the inventory of U-235 from 16.1 kg. to 25 kg. and allows the use of Low Enrichment Uranium fuels of intermetallic Uranium Alumi-nide (UAlx ) and Uranium, 0xide (U 0 ) Cernet Fuels in addition to the High 39 Enrichment Uranium alloy fuels currently being used in the Ford Nuclear Reactor.

In addition, this amendment includes a change to the Technical Specifications relating to various fuel assembly configurations and numbers of fuel assemblies of each type.
