This letter represents a noncompliance report as required by Part !!,
Paragraph A.2 of the above referenced Permit.
On Thursday October 30, 1980, routine sacpling at sample pein3_.002, sanitary sewage effluents, resulted in a pH determination of(5 y.
Per-5 mit ':mits are 6.0 - 9.0 standard units.
Investigation of tnis viola-ti,n has recae*.ed that the Sewage Treatment Plant (STP) had undergone a miner system upset.
The probable cause of this upset is the cen-struction activities underway to expand the facility which will give us a greatly increased capability under normr.1 conditions.
This expansion has been necessitated by a lluclear Regul; story Ccemission requirement to construct an Emergency Response Center.
Sanitary waste frcm this ccm-plex is to be routed to the existing but expanded sewage treatment plant.
This phase of construction on the STP facility involves electrical hook-up and earth work.
It is suspected that influent wastewater was shut off inadvertently during the electrical work. With no flow through the facility and continued operation cf the air pumps on the facility, a j
processing alteration occurred.
