Docket No. 50-5 Gentlemen:

In accordance with section 59(b) of 10 CFR 50, The Parnsylvania State University Breazeale Nuclear Reactor reports certain minor changes -

made to its facility during the calendar year 1980. These changes are as follows:

1.

During the past year a filtered exhaust system has been installed to exhaust air from the reactor bay during an emergency. This system, designed for a flow rate of approximately 3,000 cubic feet per minute, passes the air through roughing filters, absolute filters, and charcoal filters before being discharged from a stack above the reactor bay roof. Although all of the operating parameters for the system have not yet been determined and operation and maintenance procedures and checks are not yet complete, j

l the system is operational and is activated automatically l

when a building evacuation alarm occurs.

The addition of this system provides a means to filter oint and contain radioactivity which might be released to the reactor bay during an emergency, 2.

A new monitor meter was installed in the reactor control room to provide a status indication for the telephone line that transmits.

alarm signals to the University Police Services newly installed alarm panel. The functions of the meter indicate intrusion and/or radiation alarm status and provide a means for trouble-shooting the. alarm line.

i-This monitor provides the above functions on a single telephone line with a single, more conveniently located meter. Previously,.

these functions were monitored in.three separate locatio'ns.

Throughout the year minor changes were made to the procedures which were necessitated by equipment changes. A table of contents has been established for each procedure listing the latest review date and the latest revision for each page in that procedure.

Further improvement to procedures was brought about by modifying statements that contain multiple actions in a single step to single actions per step.

Also, please find enclosed a copy of the Twenty-fif th Annual Progress Report of The Pennsylvania State University Breazeale Nuclear Reactor.

This report covers the period from July 1, 1979 to June 30, 1980.
