Proposed NRC SLR ISGs Short List of Significant SLR Changes Requested UFSAR Supplement

1. Revise NUREG-2191 to incorporate generic (not plant specific) UFSAR Supplement changes required for the first three SLRAs.

Mechanical Changes

1. AMP XI.M16A, PWR Vessel Internals, FER 3.1.2.2.9, and Associated AMRs Incorporate MRP-227 Rev 1A as an acceptable basis for the GAP Analysis (FER 3.1.2.2.9) of PWR Vessel Internals. With consideration of MRP-191 Rev 2 (screening, categorization, and ranking of RVI components) the GAP analysis could be simplified to a further evaluation of operating experience. Also consider applicable AMR changes.
2. EPRI Chemistry Guidance Changes:

AMP XI.M2, Water chemistry and AMP XI.M21A Closed Treated Water Systems Incorporate the following EPRI chemistry document revisions:

3. AMP XI.M42 Internal Coatings/Lining for In-scope Piping, Piping Components, Heat Exchangers and Tanks Allow AMP XI.M27, Fire Water System program tests and inspections in lieu of AMP XI.M42 concrete linings and other coatings inspections. This is consistent with precedents for Initial LR & SPS exceptions.
4. AMP XI.M12 Thermal Aging Embrittlement of CASS Revise the acceptance criteria program element to allow use of the 2019 ASME Code Edition that provides additional provisions to increase CASS ferrite content limit up to 25 .

Structural Changes

1. NUREG-2192 Table 3.5-1 Reduce Plant-Specific AMP Structural AMRs for inaccessible areas in SLR-SRP Table 3.5-1 items 3/11/12/14/42/43/47 thru 51
2. FER 3.5.2.2.2.6 (Add RPV Structural Steel)

Revise FER 3.5.2.2.2.6 or add a new FER for loss of fracture toughness and related

reduction in strength due to irradiation embrittlement for RPV structural steel. Also consider applicable AMR changes.

3. AMP XI.S1, ASME Section XI, Subsection IWE Revise AMP XI.S1, ASME Section XI, Subsection IWE, to include performing a fatigue waiver calculation in lieu of the supplemental surface examination for pressure retaining components that are subject cyclic loading but have no fatigue analysis.

Electrical Changes

1. AMP XI.E7 High Voltage Insulators Address polymer, toughened glass, and other high voltage insulator materials in the AMP and include AMR lines as applicable. Also clarify AMP so that it can be used for applicable medium voltage insulators. Also consider applicable AMR changes.
2. AMPs XI.3A/3B/3C Electrical Insulation of CABLES Not Subject to EQ Requirements Revise AMPs XI.3A/3B/3C to allow manholes with level monitoring and alarms that result in consistent, subsequent pump out of accumulated water prior to wetting or submergence of cables will be inspected at least once every five years with additional inspections following event driven occurrences, such as heavy rain, rapid thawing of ice and snow, or flooding, when level monitoring indicates water is accumulating.

AMR Changes

1. AMR Generic Notes F-J Add new AMR Lines to incorporate generic notes F-J from first three SLRAs:
  • Management of reduction of heat transfer for steel fuel oil piping by the Fuel Oil Chemistry Program (XI.M30)
  • Management of loss of coating integrity for compressed air steel tanks with internal coatings by the Internal Coatings/Linings for In-Scope Components (XI.M38)
  • Management of loss of material for nickel alloy strainer components in a fuel oil environment by the Fuel Oil Chemistry Program (XI.M30) and One-Time Inspection Program (XI.M32).
  • TLAA management of the stainless steel spent fuel pool liner plate fatigue.
  • Management of cracking/delamination and loss of material/flaking in subliming compound fireproofing/fire barriers (thermolag, darmatt, and others) by the Fire Protection Program
  • Management of cracking/delamination and loss of material/spalling in cementitious fireproofing/fire barriers (Cafecote and others) by the Fire Protection Program (XI.M26)
  • Management of cracking/delamination and loss of material/flaking in aluminum silicate fireproofing/fire barriers (kaowool, and others) by the Fire Protection program (XI.M26)
  • Management of loss of material/wear in elastomers exposed to condensation by the Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components program (XI.M38)
  • Management of loss of material/general, pitting, crevice corrosion in zinc exposed to lubricating oil by the Lubrication Oil Analysis program (XI.M39) and One-Time Inspection program (XI.M32)
  • Management of loss of material/general, pitting, crevice corrosion in zinc exposed to a condensation environment by the Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components program (XI.M38)
  • Management of loss of material/general, pitting, crevice corrosion in carbon steel, stainless steel, and copper alloy exposed to a treated water environment by Water Chemistry (XI.M2) and One-Time Inspection Program (XI.M32) for GALL-SLR Chapter VII PWR Systems (e.g. CVCS or HVAC)
