Boiler and R. J. BOSN AK Pressure Vessel Code M. N. BR ESSLER V.W. BUTLER D. A. CANONICO

Dear Dr. Anderson:

9. J. CEPLUCH

. J. cHOCKIE The Concern which I wish to express is the apparent misunderstanding W D. DOTY and Confusion relative to the requirements in 10CFR50. When an Owner 8', ,,c, G. EAR(UP NH adoptsSection XI,1974 edition through summer 1975 addenda, the intent R. M. GiBSON was that the requirements stipulated that the plant would complete one R. C. G RIF F IN full interval of 120 months ..i inspections and all the requirements stipu-S. F. HARRISON lated in the code would be ccomplished during this interval. Different E. J. H EklY opinions have been EXprest d by several members of the NRC staff that J

f,CoFF ,eKAY the Owners should upgrade heir program to latter editions and addenda W. R. Mf KESELL of Section XI when only as 1 itle as one third of the interval and program R. H. MO ELLE R have been completed.

F. N. MOSCHIN t T. E. NORTHUP hiay we encourage that the wording in the regulation be carefully reviewed

NDE Techniques

' The S78 Section XI contains more indication evaluation and acceptance standards, including acceptance standards for piping welds. The procedure requirements, calibration standards, etc., are relatively the same between the ISI Program and the S78 Section XI Appendix III. The major difference is establishing UT sensitivity using notches (S78) versus holes (575) with the latter being approximately twice as sensitive.
