Dear Mrs. Clapp:

In response to your letter of January 6,1981, I wholeheartedly agree that protection of the Susquehanna River should be considered a highest priority item during the course of the TMI-2 cleanup. NRC is fimly comitted to considering the impact on the environment as a whole, and especially the Susquehanna River, prior to approving any cleanup activities.

I am sure you would agree that cleanup of TMI-2 is required, as expeditiously as safety and envimnmental considerations will allow.

Currently, the NRC staff is in the process of estimating the environmental impacts associated with different options for performing the cleanup at TMI-2. Although presently banneel by the NRC, river discharge is one option (solidification as cement is another option) for processed water disposition which is being evaluated by the NRC staff. Pemission to discharge process.ed water, however, has not been requested by Met-Ed and will not be approved by the NRC before completion of a full environmental review.
