Dear Judge Carter:
My letter to you dated January 16, 1981 contained an error. The cobalt f acility is indeed licensed by the NRC, under byproduct materialc license 19-08330-03. The confusion arose from the fact'that the AFRRI reactor is licensed by the Office of Nuclear Reactor Regulation, while the cobalt facility is licensed by the Office of Nuclear Material Safety and Safeguards.
I had taken NRR's statement that they had not licensed the cobalt facility to mean that the NRC had not issued the license.
I regret any inconvenience this may have caused you.
