February 3, 1981 WCE P8ESaOENT Swane Office of Nucisar Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 ATTENTION: !!r. R. A. Clark, Chief Operating Reactors Branch #3 Division of Licensing S UBJECT:
Calvert Cliffs Nuclear Power Plant Unit No. 2, Docket No. 50-318 Amendment to Operating License DPR-69 Supplement 1 to Fourth Cycle License App 1tcation REFERENCE (A):
A. E. Lundvall to R. A. Clark, letter, dated December 4,1980, Fourth Cycle License Application Gentl emen:
Subsequent to submittal of Reference (A), the scheduled comnencement date for Unit 2, Third Refueling was changed from January 3 to January 17, 1981.
This resulted in an end of Cycle 3 core average burnup which was beyond the 11,000 MWD /T assumed in Reference (A). Tha analyses supporting Reference (A) have been reviewed and determined to support an extension of the Cycle 3 burnup window to 11,200 MWD /T.
Based on the above review, we conclude that the Cycle 3 termination point of 11,153 MWD /T has no significant impact on the analyses and conclusions contained in Reference (A).
In addition, subsequent to subnittal of Reference (A), two errors were found in Section 9.0 (Technical Specification Changes).
They are discussed below.
Technical Specification Change No. 6 incorrectly states
[:,
mhthat Figure 2.2-2 of the Technical Specifications should e
2A,
,:not be changed.
Figure 2.2-2 of the Technical Specifica-
' tions should be replaced with the attached Figure 2.2-2.

-The explanation for the change should read:
"This change un is required because of changes in basic safety parameters such as radial peaking factors, differential red worths c,
ld and axial power distribution which impact the Tl!/LP trip."

Office of Nuclear Reactor Regu'.Ttion Attention Mr. R. A. Clark February 3,1981 Page two The boron concentration range in Technical Specification 4.5.1.f on page 3/4 5-2 should be changed from between 1720 and 2200 ppm to between 2300 and 2800 ppm.
This change was inadvertently left out of Reference (A).
Please incorporate the above discussions into your review of Reference (A).
Very truly yours.
