J 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-286 POWER AUTHORITY OF THE STATE OF NEW YORK NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 34 to Facility Operating License No. DPR-64, issued to the Power Authority of the State of New York (the licensee),
which revi, sed Technical Specifications for operation of the Indian Point Nuclear Generating Unit No. 3 (the facility) located in Buchanan, Westchester County, New York. The amendment is effective as of the date of issuance.
The amendment revises the Technical Specifications in several areas to make them more consistent with the Standard Technical Specifications, revises the Technical Specifications to assure at least 23 feet of water over the top of the reactor pressure vessel flange during movement of fuel assemblies, revises the Technical Specification to require that two valves in the miniflow line for the Residual Heat. Removal Pumps be kept open, and revises the license condition dealing with steam gen-erator inspection.
The applications for the anendment comply.with the standards and requirements of the Atomic Energy Act of 1954, as amended-(the Act), and the Commission's rules and regulations. 'The Comission has-made appropriate findings as required by the Act and the Comission's g g 2060 @ b
e 7590-01 rules and regulations in 10 CFR Chapter I, whith are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
