DOCKET NO. 50-346 THE TOLEDO EDISON COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued
' Amendment No. 36 to Facility Operating License No. NPF-3, issued to The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the ' facility) located in Ottawa County, Ohio. The amendment is effective as of its date of issuance.
The amendment modifies the Technical Specifications to allow the facility to use a manual switchover of the Emergency Core Cooling System l

The application for the amendment complies with the standards and l
requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate I
findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior 1
public notice of this amendment was not required since the amendment does i
not involve a significant hazards consideration.
