Dear Sir:
This correspondence is in referenceto Docket 50-289s? concerning Three Mile Island tinit #1 of Middletcwn, Fa, It is a fact that Three Mile Island Uni: 1, new closed by the Nuclear Regulatory Cc==ission, was not in-volved er damaged in the accident at IMI Unit 2 in March of 1979. Moreover, a poll taken last spring in cities near TMI indicated that in excess of 58f. of the residents favored restarting the undamaged reactor.
Unfortunately, the U.S. govern =e.nt has decided to stop the operation of TMI-1, the undamaged unit, during mod-ification. Yet sinilar nuclear plants elsewhere are operating while being =cdefied.
Since the incident, the U.S. electric power industry has responded quickly and forcefully to ccrrec inadequacies indicated by the accident. These correctj.cns have heen and are new being made at the undamaged unit. As a result, this unit, like plants elsewhere, is even safer than it was before i; closed for reutine inspection and refueling way back in 1979 The govern =ent's decisien to keep undamaged Uni: 1 closed, is not only discriminatory and irrational but totally unjustified as well.
