REQUEST FOR AUDIT FOR RESIDENT INSPECTOR - VIRGIL C. SUMMER NUCLEAR STATION Attached is a letter to South Carolina Electric & Gas Company in which we plan to approve the use of certain bellows assemblies that are not in complete compliance with the ASME Code. As noted in the letter it is necessary for the resident inspector to perform an audit of the replacement bellows assembly.

We have advised the resident inspector by phone and understand that he will complete this activity.

REPLACEMENT BELLOWS ASSEMBLY FOR REACTOR BUILDING PENETRATION In a letter dated October 31, 1980 you requested authorization to use a replace-ment bellows assembly in a building penetration for the Virgil C. Summer Nuclear Station that is not in full accordance with ASME Code requirements. The bellows assembly is to replace a damaged bellows assembly in reactor building steam generator blowdown penetration #326P that was found during recent testing of the reactor buiding penetrations.

The replacement bellows assembly will be manufactured by the original supplier and will be constructed in accordance with ASME Code Section III, Subsection NE-Class MC Components except that no code N-symbol stamp will be applied since the manufacturer has allowed its "NPT symbol" stamp to expire. Pathway Bellows, the manufacturer, never had an MC stamp, only the NPT symbol to produce Class 1, 2 3 and MC parts. All design analysis, fabrication and testing requirements will be in accordance with the original purchase order, and will meet all the require-ments of Subsection NE of Section III of the ASME Code, with the exception of the "NPT" symbol stamping. Third party inspection will be provided by an authorized inspection agency under contract to South Carolina Electric and Gas Company. The authorized nuclear inspector will follow all the rules, requirements, procedures and equivalent documentation necessary to verify the adequacy of the equipment.

The bellow nsembly manufacturer should prepare an appropriate Data Report as required by NE-8100.

Since the replacement bellows assembly for reactor butiding penetration #326P will meet all the requirements of the ASME Code excect for the NPT symbol stamp, we find the constuction of this comconent assembly to be acceptable. The NRC Resident Inspector at the Virgil C. Summer Nuclea; Station should provide a suitable audit of the replacement bellows assembly, installation and subsequent testing of penetration #326P to provide assurance of component quality.
