Dear Mr. Reynolds:

We have reviewed the Arkansas Power & Light Company December 4,1980 request for a hearing regarding the October 24,1980 " Order for Modification of License" concerning the Environmental Qualification of Safety Related Electrical Equipment for Arkansas Nuclear One, Units Nos.1 and 2.

As you will recall, representatives of the Arkansas Power & Light Company were among a group of licensee representatives with whom the Staff met on December 18, 1980 to discuss the above-mentioned Order. As a result of the discussion at that meeting, it is our understanding that your hearing request was filed to enable you to review the upcoming safety evaluation related to equipment qualification for the facilities while preserving your ability to seek a hearing regarding issues raised by that evaluation. If our understanding of your intent is correct, I intend to hold your hearing request in abeyance until 30 days after the issuance of the safety evaluation for your facilities.

At that time, you will be required to advise me whether you still wish to pursue your hearing request and, if so, what issues raised by the October 24, 1980 Order and the safety evaluation you wish to raise.

Please advise me, in writing, on or before January 30, 1981 whether the l

procedure outlined above is acceptable to you. A copy of your response l

to this letter should be sent to Stephen Schinki in the Office of the Executive Legal Director.
