Gentlemen:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1 and 2 Response to I&E Bulletin No. 80-21 In reference (1) and (2), Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO), respectively, were requested to take appropriate action in response to I&E Bulletin No. 80-21.

CYAPCO and NNECO have formally initiated the determination of the affected valves (I&E Bulletin No. 80-21, action item (1)) in their respective plants by contacting suppliers of active valves in safety related systems.

schedule will be established for an orderly inspection program; until that time it is not possible to accurately estimate a completion date for either CYAPCO's or NNECO's ef forts. The staff should be aware that visual inspection of the valves is not necessarily a simple task.

As an example of one significant complicating factor, many of the valves may be covered with insulation which must be removed.

. It is anticipated that the response to these letters to suppliers and the subsequent determination of affected valves will be available oy March 6, 1981.

CYAPCO and NNECO intend to advise the staff of the initial determinations (Bulletin item (1)) and the inspection schedules for Haddam Neck and Millstone Units 1 and 2, respectively, prior to June 1, 1981.

Inspection results (item (2)), affected valve manufacturers, planned action (item (3)), and the schedule for accomplishing this action for accessible valves shall be submitted to the NRC prior to November 1, 1981. The same information on the inaccessible valves shall be submitted to the NRC prior to startup following the next scheduled refueling for each of the three ope ating plants.

In the interim, please be assured that both CYAPCO and NNECO recognize the staff's concerns on this issue and are responding pecordingly.
