Ate foregoing informc. tion revises the license applicatien to re flec t the following change:
Surplemntal shielding rcterial has been installed adjacent to the roacter veseel head.
Sis shielding is in addition to shielding described in Section 232 of the license anplication entitled "Radisticn Shielding".
The shielcing described thereit, was installed during the construction of the plant and has not been r.odified in anf way.
The desirability of additional chielding was established during i rforr.ance of Irltial Wclear Plant Power Cieratio:tel Test 503Fh the o
entitled " Biological Shield Effcetiveness Test" as described in the license application and referenced in the Technical Specificaticns.
Radiation surveys trade at plant leads of 17, 30 and 60 L' gross electric revealed higher than anticipated neutron levels throughout the si te. Althougn the radiation levels reasured at these loads were less than the criteria set up as a basis for design in the licenss application of 0.7f nr per hour at working stations and 2 mr por hour I

for intermittently manred ground level areas, which in turn are less than allowable levels established in 10 CTR 20, the ressured values j
did indicate that radiation levels at higher reactor power levels

would probably exceed established levels.
The source of these higher than expected radiation levels as determined to be neutron streaming upward through an annular space
{
between the reacter vessel and the water filled neutron shield tank.
These neutrons were then apparently scattered by various structures l
within the steel sphere, by the sphere itself and by the atmosphere so as to pmvide a diffused but appreciable level thmughout the l
site.
Before the reactor load was increased above 60 W gross electric, tenporary shielding was installed around the reactor head in the fern of two layers o f water-filled barrels.
These barrels reduced the neutron levels previously masured at working stations by a_ factor of
]
approximately six.
The levels measured at 90 W were well within the i
established limits.
Based on measurements taken with the temporary I
shielding in place, the pemanent supplemsntal chielding was desi ned E
and installed as described in the accompanyinF amendment.
lhis installation further reduced the masured levels so that the overall reduction factor ranged fmm 10 to 18 All working areas and all intermittently manned ground level armas are well within established levels at the present plant load cf 120 MW gross electric.
The i
supplemental shielding is designed and has proven to be sufficiently effec +,ive so that operation at increased plant loads will not increase radiation levels above the established limits.
In Yankee's cpinion the foregoing change is not prohibited by the terms of License No. DPR-3 or the technical specifications attached theret45 i
does not require prior authorization by the Consdasion pursuant to para-i graphs 3. A and 3.D of the license since no change in the technical i
specifications is involved, either directly or by reason of a change or i
modification of information in the license application which is 'incorpor-l ated by reference in the technical specifications; and involves no hasards j
not heretofore described in or implicit in the license application.
i Accontingly, this anendment is filed solely for the purpose of bringing '
up to data the technical information supplied as a part of the license application.
